Run setup again?
I set up a new M2 iMAC Ran Migration assistant from PC to Mac afterwards and it set up another user account. Can I run the setup again, using migration assistant when prompted, to eliminate a second user account?

Migration Assistant will not migrate the same name account that already exists. It is designed to transfer the username, password, and all data intact (as much as it can). If there is already an account that exists with the same name, it asks to rename one of them--there isn't any merge capability.
There is nothing wrong with maintaining two accounts. With Apple Silicon there is this notion of an Owner and I think it is tied to the first account. Normally, you could just set the second account to have admin capability and remove the other account. Someone else will have to clarify the Owner aspect.
Another option is to Erase all Content and Settings then run Migration in the Setup Assistant so that migrated account is the only account.
