I deleted the main disk to reset macos. Now I'm trying to download the software again, but as long as I enter the code and emal correctly, it won't let me

Here you go: Create a bootable installer - Apple Support. As you wrote you need a working Mac that can actually run that version of macOS — High Sierra in your case. For example you can't use a new Mac to do that. The last Macs that could actually boot and run High Sierra were discontinued about four years ago.

You may have to have Apple reinstall it, Lots of similar complaints, see if this works...
Start up from macOS Recovery
Option-⌘-R
Upgrade to the latest macOS compatible with your Mac.
In Disk Utility>View, select Show all Devices, highlight the top left entry.
APFS won't work for Sierra or earlier, Sierra or earlier needs MacOS Extended Journaled. High Sierra won't work for APFS on earlier Macs.
What has often worked for others is to use this Restore Method instead of CMD+r keys...

If your Mac shipped with a grey Mac OS X Install DVD disc, now is the time use it. Macs that shipped with those discs need to retain them from cradle to grave.
Otherwise, the only practicable way you are likely to get installed on that Mac is to ask an Apple Store to do it. For an explanation refer to this recent Discussion.

Yes. That is the only other alternative. I have done that recently and can confirm it still works.
