I cannot turn on notifications for App Store.
In System Settings > Notifications > Application Notifications... the App Store option is missing.
How can I get it back?
What "mechanism" controls what options are offered here?

Open the App Store...
>App Store>Updates

You can Sign out of AppleID and back in again.
