One Family plan + additional 200GB iCloud subscription. Only 200GB available to share. Additional $2.99 shows up every month but not on my Subscriptions list

I have One Family plan shared with four others. It includes 200GB iCloud+. Added on an additional 200GB iCloud subscription for $2.99 per month about a year ago. I expected that to provide 400GB pool for all of us to use.

I found out this week when I ran out of storage space that the additional iCloud subscription does not show up under Subscriptions on my Apple ID, shared storage is only showing 200GB. I checked my Subscriptions list on my phone for my ID and no separate iCloud subscription shows up despite being billed $2.99 every month for it. I have confirmed that the invoice shows the Apple ID is mine. I am the organizer of the family service and it is my credit card.

Any ideas? I am tempted to cancel the 200GB add-on and request a refund of the 13 months service, then try adding it back in
