iCloud Family sharing on Windows computer

I currently have an iCloud 2 TB storage plan that I have integrated with my Apple devices. One of my family members has a Windows PC and an android mobile phone and she's been looking for a could service to store her photography data. We were thinking on creating an Apple ID for her, upgrade my storage plan to 6 TB and then use Family sharing to add her to my plan. However, I fail to find consistent, straightforward information on whether this is possible or not. Ideally, she would have her Windows PC and mobile phone directly uploading her data to iCloud, similarly to other cloud services (Dropbox, pCloud, etc.). Is any of this possible? Thanks.

Set up and use iCloud Photos on your Windows PC says it's possible. Note though that it also says she would need to set up her iCloud on an Apple device, although you could set her up with a (temporary?) user account on your Mac to get her going.

After that, iCloud for Windows will do the business.

The Android though is a problem. There is no equivalent of iCloud for Windows for an Android, and I don't know anything about how they work but conceivably she could use the phone to upload them to a cloud syncing service such as DropBox which then would put the data onto her PC, and from there get it into iCloud Photos via iCloud for Windows. It sounds and is clunky but as I don't support Windows or Android I can't think of a better regime. Alternatively she could port the photos directly to the PC and from there into iCloud for Windows. Let us know how you resolve this.
