Icloud telling me my storage is full, but its absolutly not

i had an subscription for an icloud upgrade but have got recently some problems with my creditcard so my sub got canceled. I removed a lot of icloud stuff because my icloud email box was full, but it still tells me that my storage is full. some pics of my storage from my iphone and macbook.

how do I get more icloud storage I get email saying my icloud storage is full. I get link to upgrade to 50GB for $0.99 a month. I click on link and get info on managing icloud storage but nothing on how to upgrade. This is all very confusing
