Iwatch - Hard reset doesn’t work

Iwatch series 4 screen is showing as stuck on the software update with the circle around outside and I can’t hard reset it. Was working off my iPhone SE yesterday and i just purchased iPhone 13 and setting it up but it won’t now connect or work off either device.

iPhone SE device has a software update but when I try to install it manually it comes up with message could not connect to Apple watch. Cannot manually connect via blue tooth either.

New device is iPhone 13 and when I try and pair it days it find the watch.

So I’m stuck and can’t use either device or my watch.
