The App Store isn’t allowing me to download apps even if the apps doesn’t need a payment because of my card being empty right now I haven’t had the time to go to the bank to add money but I still need to get into my cash app to accept money ..is there a number to call instead?
You usually need to have added a valid payment method to your account. Even to re-download or update apps and for free apps. You can find the acceptable payment methods for your country here;
