Tried every solution to fix incorrect flag count (Mac mail OS)

I am a long-time and experienced Mac user. I have tried every solution I could find online. I've rebuilt all of my mailboxes. I've deleted "envelope" files in Library. I've deactivated and reactivated accounts.


Here's the problem: My red flag (urgent) mailbox says there are 11 email messages with this flag color. In fact, no messages are flagged (reg-flag box is empty).


This originally happened with Ventura, so I upgraded to Sonoma, but the problem remains (cross-posted to Sonoma but no answers).


Anyone have a solution? I am pulling my hair out.
