New phones will require a new Face ID since biometrics are stored locally in the SEP of your iPhone, making it all a local process which is much safer.
To set this up again: Go to Settings> Face ID & Passcode > Set up Face ID, then follow the onscreen instructions. For the first app installed on the App Store once you set up Face ID, you have to physically type the password. After that, it should work with Face ID again!
