Sudo languagesetup command question...

I would like to change the display language of the login window that appears when the Mac first boots up. If you look at blogs around you, you'll hear that you can change it by typing sudo languagesetup, entering the appropriate suja in front of the language you want, and pressing the return key! Sometimes I need to use recovery mode! Since VoiceOver Korean audio is not supported in recovery mode, I would like to change the system root language to English! The problem is that the login window that appears when you log out by clicking the logout button in the user name section in the Apple menu is changed to the corresponding language, but the language of the login window that appears when the Mac is completely shut down and the Mac is booted for the first time does not change the display language. I wonder if MacOS version 14 is very different from previous versions!

MacBook Pro 14″, macOS 14.1
