iPad 2md generation (2011) model A1395 is saying could not activate

my iPad was under for a couple years. I attempted to sign in unsung my Apple ID and was unsuccessful after multiple attempts and changing Apple ID etc.. still was not able to get into the Apps as saying need to sign in…which new not successful… so I erased to factory setting and now it has been saying could not activate iPad because activation server could not be reach..been trying to 2 days… previous content was not needed so I had no prob some default to factory setting. Want to give the iPad to a child… model -# is A1395…i don’t know if it’s too old? … but it was in working conditions that except could not access Apple ID sign in
