Assuming you mean "Apple Pay Later", it will depend on where you buy it from.
Apple sells unlocked devices regardless of how you pay for it. The only exception is if you use AT&Ts Monthly installments. Then it will be locked AT&T.
If you use Apple Pay later for other retailers, the iPhone may be locked.
If you are referring to Apple Card Monthly Installments, then yes, it will also be unlocked. You do require an active line with one of the 3 major carriers though (AT&T, Verizon, T-Mobile).
But you don't have to use that line to activate the iPhone once you have it.
