I GOT OVERCHARGED FOR THE ICLOUD 200GB AND THE MONEY IS GONE BUT MY ICLOUD HAS NOT BEEN UPDATE TO 200GB

so i have purchased the 200gb option from icloud and when i pressed on it i got overcharged and although my money is gone but my icloud option is still at 50gb. The price for the 200gb option is 69.000VND but i got charged for 110.000VND and after i got charged i got “your payment method was declined” although my visa was still working well. My money is gone, i got overcharged, my icloud plan is still at 50gb although my MONEY IS GONE. PLEASE HELP IM STILL A HIGH SCHOOL STUDENT
