There is no Settings option on Mac Photos App
When I go to Photos on my iMac I do not have a Settings option. I am running Ventura 13.

and command- zooms in and out
That's not clear above but the command isn't command dash, it's command-, or command-comma
Also can you take. a screenshot of what you see under the Photos menu?

That’s not a menu. That’s the Sidebar. The menus are at the top of the screen.
You did not follow Yer Man's advice correctly.
The shortcut for Photos->Settings is not "Command minus", it is "Command comma" - that is what we mean when we write Command-,
(hold down the Command key and press the comma)
Thank you but resarting didn't work and command- zooms in and out on the menu. Enclosed is a creenshot of the Photo menu.
There is here under the Photos menu, or by typing command-,
If that doesn't work try restarting your machine.

Photos settings are found under Photos > Preferences.
