If you have purchased a new iPad - and this iPad indicates that it requires a Password or Passcode that you have not created yourself during initial setup - then the iPad is not new as it has already been configured by somebody else. You will need to return the iPad to the retailer for exchange or refund.

Similarly, if the iPad is centrally managed or is "supervised", the device has been configured for (or by) a business or educational establishment; in such circumstances you'll not be able to resolve the problem yourself.
