Sharing video via icloud

I have shared a link to a video on icloud from my phone. Right now I am facing two issues

• The bottom of my "All photos" tab where we can usually see icloud syncing progress, it says "Synced XX minutes ago" and i believe its fully synced (or can't tell otherwise)
• However, when I click the link to the one video I have shared, it still says "please come back later, XX is still uploading a shared video"

The video itself is 11 mins (~3 GB) and I have put it on upload since last night with ~7 MPS broadband speed.

Its critical that the same link works to access the video as i have shared it in an assignment where the deadline has passed.

Does anyone have visibility why this may be happening?

Additionally, am I right to think that if my "syncing" is complete, the video should be uploaded too?
