How to restore an external drive from a TimeMachine backup?

I have an external SSD drive that died. Error 8. Cannot be repaired. OK. I used Time Machine to back it up. Now, where's the secret doc that tells you how to restore it? (I could try erasing it, or I can just use a new and faster external drive I bought recently.) Also, how to associate an initialized device and use the tmutil associate command to stop TM from doing a full backup once restored? The man pages for tmutil command talk about Backups.backupdb files, which don't exist anymore.

You'd think this would be a common enough occurrence that there'd be some clear instructions by somebody about it? No? (Maybe my web-search skills need work!)

I found something slightly useful, but it's old. Will this still work? I am afraid that it might skip the destination disk query, and it would start restoring the external drive backup to the internal startup drive!

But what do you do in step 7? That's the essential part I can't find except at the other link, if that's even it. And can I use the same tmutil commands, but omit the Backups.backupdb directories?

You always hear: Make backups! Back up your data!! Be sure you're making periodic backups of your data!!! OK, I've backed up my data. The external drive died. Now what? How do I restore to an fresh external disk?

Oh, the disk had a Mojave bootable part, and I used it to boot my old Mac whose HDD died. But now it doesn't work, and such work may have been the cause of some corrupted movie and FCP library files I have! I ran First Aid, it found and fixed some errors. But the disk is normally just an external drive on my new Mac, which is running Monterey 12.7.1. Then later, it just died. Error 8. Cannot be repaired.
