WatchOS 10.2 on device voice processing not working, continuous looping download cycle of Siri Language (not voice)

I have an Apple Watch Ultra 2 running WatchOS 10.2. I have set my Siri Language to English US. NOTE I am not referring to the Siri Voice, that feature has downloaded fine.

Above the language option (Settings -> Siri) is a notice: "Support for processing voice input on this Apple Watch is downloading 98% complete ...", it then sometimes goes to 99%, then will switch to "Support for processing voice input on this Apple Watch will download later when connected to Wifi", it then switches back to the first. This happens over and over.

I have tried restarting the device and have that same issue.

I have 53GB free on the device so it isn't a space issue.

I have excellent Wifi Connectivity.

This has been happening since updating to WatchOS 10.2

This breaks the new Siri Health features.
