Why i can’t download free apps without having to put in my billing information
Whenever I try to download a free game it’s asking me to put in my billing information and pay for a free game

Because the App Store requires valid payment method in order to access its services including downloading free apps.
Once the payment method is correctly verified, it can be removed from your account and should not ask for it again unless there is a billing issue later.
Your payment method will not be charged, but an authorization hold for a small amount may be placed on it to verify it can be charged. Once completed, the authorization hold should be reversed.
