I see a delay and graphics hanging on Mac mini with macOS 14.1

I really don't understand what's going on with my mac mini. I bought it just the other day and everything seemed to work well, but now when I open tabs in chrome, I see a delay and graphics hanging, what happens? I booted in security mode, it didn't help, I wrote to your community, but no one found a solution to the problem. now the animation has started to hang when deploying applications. also, scrolling sites has become less smooth, I really hate to watch this, when listening to audio and opening a tab at the same time, a crackle appears in system

please help me solve this problem

Looking at the EtreCheck report you have a large number of apps installed that I am not familiar with. Plus, you have a number of major issues listed such as Apple Security and Gatekeeper disabled. If it was my Mac I would erase and restore to factory settings, i.e., start over.

You don't quite understand what I'm talking about. I reinstalled the system and started the computer in safe mode.

I have been a Windows user for many years, I have constantly optimized it, and there were many problems, but everything is really more stable in the Apple system, however, such things are unacceptable for such a computer, I have an m2 processor with 16 GB of RAM, what are you trying to do tell me? why doesn't Apple communicate with competent specialists? It really disappoints me. I have to buy a **** mouse from apple so that scrolling sites is faster, I also have to use safari, because it does not have such problems as chrome)
