When Private Reply is Turned OFF = all is good again
So, leave it Off and Un-subscribe to that Apple Service if, it not working to your expectations
Cancel your subscription
You can cancel a subscription from Apple, or a subscription you purchased in an app, directly in the App Store on your device.
To check the status of Private Relay - suggest this link to Apple's Status Report

Many of whom cause similar issues as to what you have described.
They should be removed as per Developers Instructions

Thank you but friendly suggestion
The more eyes on OPs issue the better
Check to see if you have an out of date Extension installed in Safari. When you say "other units", do you mean other browsers perhaps like Firefox for example?
Check extensions and either remove them or update them.
Safari > Settings > Extensions
Also check for content blockers
Safari > Settings > Websites > Content Blockers
Am not sure what needs to be removed
It was suggested to Remove all un-needed Third Party Security Software, Disk Cleaners, Disk Optimizers and VPNs
