The app integrated development app (IDE) that Apple makes available for iPadOS is the Swift Playgrounds app. That IDE can develop and test and publish apps for iPadOS.

There are no ports of any of the Microsoft IDEs for iPadOS.

The Microsoft Visual Studio IDE app is a proprietary product of Microsoft, and runs only on Microsoft Windows. There are no third-party ports of Visual Studio.
The similarly-named Microsoft Visual Studio for Mac IDE app (which is quite different from Visual Studio for Windows) is based on MonoDevelop and is being discontinued. It also was never available for iPadOS.
It seems unlikely that the also-similarly-named-but-yet-different Visual Studio Code IDE app would pass app store review. Or be particularly useful for iPadOS app development, without an immense amount of work.
if you do want to use Microsoft Visual Studio, you will want a computer capable of running Microsoft Windows on x86-64 or Arm, if you want to develop for Windows. For Visual Studio for Mac, given its planned discontinuation, a port seems unlikely. A port of the MonoDevelop IDE also seems unlikely. For Microsoft Visual Studio Code IDE, you will want Windows, Mac, Linux, or various other platforms. But not iPadOS.
TL;DR: There seems exactly zero chance Apple or a third-party whether Microsoft or otherwise will port Microsoft Visual Studio, the MonoDevelop lineage app, or the Visual Studio Code app to iPadOS.
