Apple Business ID seen as Apple Educational ID

My org has an Apple Business Manager account all managed ID's are created there. When users log into their iPhones certain things are blocked from changing such as Tracking (greyed out), and enable cookies (greyed out). When I look into it further it shows the message "This setting cannot be changed because your Apple ID is being managed for educational use". Does anyone know why this is or how I can fix this issue?
