Earlier today I upgraded my OS to Sonoma 14.2 in hopes of resolving the issued, but no change, might even be worse.
Starting a few months ago, Mail started glitching out with new windows auto-populating at super fast rate, sharing alerts of mail not being able to send from an old work email address. Today I removed those accounts from the System Settings > Internet Accounts in hopes of starting anew. I removed all email addresses from System Settings, then restarted.
No success.
Relaunched Mail, more windows.
There are so many windows auto populating that I am unable to navigate to any specific app menu bar... I can't try to delete an email it thinks it needs to send or remove accounts specifically from the app. Freezes up the whole machine because it is just freaking out.
Can I delete the app and re-download it?
Any insight would be most helpful.

Are you saying blank new emails...?
drafts / blank windows /untitled
I would look for an email stuck in the outbox or drafts of one of your email accounts. Remove the unsent email typically fixes the issue.
This can happen for various reason— ex sent email with an attachment too big and gets rejected by the mail server.
Delete the mail from the outbox and/or drafts
You can try quitting mail and relaunch the Mail.app holding the Shift key down and see if you can get in there to do some house cleaning as recommended above.
The Mail.app is baked in to the macOS, there is no stand alone Mail.app to re-download.
You can reinstall the macOS on top of your existing macOS for a refreshed copy of the macOS & baked in apps.

Does a quick disk repair before it fully boots up, and certain system caches get cleared and rebuilt, third party system modifications and system accelerations are disabled.
Login and test. Reboot as normal and test. Caches get rebuilt automatically.
This will tell you if third party interference; most* extensions etc are not loaded in safe boot mode.
