it says I have ios 15 in ipad storage but I can’t use any apps that require ios 14 and beyond, I’ve tried deleting and redownloading probably half a dozen times but it still won’t take?

I currently have ios 13.7 and when I go to software update, it gives me the option to download 15.8 and then I nearly go through the whole download process just for it to get stuck in preparing update or tells me there was an error trying to download, I’ve gone to settings and storage and deleted the ios 15 it says I have on my ipad and then try to download it again just to go through the whole cycle again
And I have nearly 50gb of data left on it
