The option to download only new photos from iPhone to PC disappeared

Historically when connecting iPhone to PC I have been given option to download only new photos from iPhone to PC.

About a month ago system doesn't distinguish between new photos and previously downloaded ones so each time I try to download new photos I must either download all my photos or try to select only the new ones individually. But the photos don't seem to be in any order so it's a pain trying to identify only the new ones.

Any solution appreciated
