Outlook won't open on MacBook Air (2019 or 2020)

When I go to open Outlook it says

"The application “Microsoft Outlook” can’t be opened."

I don't know what exactly I have to do. I don't know if I should delete the app, or if I should use the terminal idk. I don't want to update my MacBook and there is another Admin account on my laptop.
