I would like to clean out my (imports & recent imports) from my i photos.
I have several hundred pictures i do not need. should i Move picture that I want to
save into a album folder in my i photos so I do not lose them.

Imports and Recents are not places. They are lists, shortcuts to the images you have recently imported and/or interacted with. So you can't move anything from them as they're not places. If you do start deleting you will be removing items from the Library.
I've no idea why you think adding images to Albums would have an impact in this process.
