If it is not present, I would just wait until you need to install something that requires a file in that folder. If the program is well-written and needs it, it should create that folder.
The Mac I happen to be using at present has two files in that folder:
/Library/LaunchDaemons/com.apple.installer.osmessagetracing.plist
/Library/LaunchDaemons/com.barebones.authd.plist
I know the latter was installed by BBEdit but I have been using that program for decades, prior to the Intel era, prior to the PowerPC, before the App Store was a twinkle in Steve Jobs' eye. In fact it was even prior his second coming at Apple. Since then I bought the App Store version anyway, for ease of maintenance. Its mere existence is probably a consequence of having done so many "upgrade installs" over the years. I suspect it is no longer required.
As for com.apple.installer.osmessagetracing.plist, it was installed by Apple a long time ago and may also be outdated and no longer required.
If I ever find the motivation I may remove both of them and find out what happens. The next step would be to remove the entire folder to see what happens. Probably nothing. That's why I think you should do nothing.
