Deleting Photos off of MacBook Air

I am out of storage on my computer and need to update it. Photos on my computer take up too much storage and I would like to take the photos off my mac.

Want I would like to do is delete all the photos on my mac, but only on my mac. I turned off icloud sinking on my computer so no more are coming onto my computer from my phone.

If I was to delete the photos on my mac, and cloud sinking is turned off, would they permanently delete from my iPhone? or from my cloud.

(pretend I was to delete all the photos and the stayed on my iPhone, if I was ever to resink the photos from my mac to the cloud, would my phone detect that I deleted them all on my mac and delete them from my cloud?)
