My iPhone does not recognize the saved airtag, I get a notification that someone else's airtag is with you.
How can I solve my problem?

Did you purchase this AirTag new directly from Apple or an Apple Authorized Reseller? Did it come with a small tab that you would remove to activate its battery?
Did you follow these steps to set it up properly with your iPhone?
Does the message you see say that this AirTag is connected to another Apple ID?
Thanks for the updated answers! Hmm, I believe the issue is that you didn't remove this AirTag from your Apple ID before you changed your Apple ID's password. I don't recall that Apple requires this, but I have seen similar posts to yours with the same issue ... or very similar issue about this.
At this point, I suggest that you try (again, if you already have) resetting this AIrTag. If that doesn't resolve this issue, then the next step would be to contact Apple Support directly for further assistance. A1: I bought AirTag from Apple. I did not receive it from any other organization or person.

A2: Yes. I activated the battery myself for the first time and recognized the airtag on my iphone.
Q3: Did you follow these steps to set it up properly with your iPhone?

Yes, I installed it correctly. I used the airtag for about a week without any problems.
Then I changed my icloud password.
Due to password change for Macbook, iPhone, mouse, watch. re-identification was required and I re-registered my icloud account for these items.
But I could not re-register the airtag. And now I am not able to use the AirTag.

Yes, I receive messages and notifications.
Message: "someone else's airtag is nearby"
And
"I can play airtag's sound from the find service"
"By bringing the airtag closer to my phone, I can see the serial number of the airtag and the last 3 digits of the owner's phone number."
The number I see belongs to me.
I see the last 3 digits of my own number registered in Icloud.
