My stolen iPhone does not appear in my account

Someone else had the phone stolen here and could not claim for it because your device does not appear on the Apple website?

I got my phone stolen on the 2nd of December and Apple told me to wait 14 days to have access to my ID again. I waited for 14 days to access my account and now that I am looking to claim a new device my stolen device does not appear in my account. Apple explains I cannot make my claim if my iPhone does not appear there. But how can I make it if who stole my phone changed everything? I have all the proofs that my phone was stolen, but without saying it was stolen I cannot make a claim. It does not make any sense. Is there someone who had a situation like that and could solve it?

The only way the thief could have changed everything is if the thief knew the phone’s passcode, or you fell for a common phishing scam: You get a text or email from “Apple” or “Apple Security” (or sometimes “Police”) saying your phone has been found and to click on a link to see its location. This is NEVER from Apple or from law enforcement; it is from the thief or fence to steal your Apple ID and identity. Delete any such message without responding to it. Apple never gets involved in lost or stolen devices→Avoid phishing emails, fake ‘virus‘ alerts, phony support calls, and other scams
