Just updated system to Sonoma 14.2 and the clock in the menu bar has had some bugs. Besides the time not updating after sleeping, the main thing I'm looking for is the leading zero on the clock.
2am used to read as 02:00:00, now it is 2:00:00. I need that first zero re-added. Anyone having issues w the clock after updating? any ideas to fix?

SOLUTION: It's the Preferred Language setting that changes this. If you're using English (US) or English (Canada) or just plain "English" as your preferred language, it will NOT add a leading zero to the hour. Change that to English (UK) and you'll get the leading zero.
I don't know why they don't let you use whatever English version you prefer and decide whether or not you want to add a leading zero, but unless/until they do, just switch to English (UK) and you'll have the leading zero.

I notice the same issue:
On the Lock Screen it shows the four digit time with the leading zero:
but in the menu bar it shows no leading zero:
Time stamps on files do show the appropriate four digit time with leading zero:

Sorry to report - can not duplicate this issue on 2 M2 Computer nor on 1 M1 Computer all fully updated to Sonoma 14.2
Then have a few suggestions ;
Start now and open an Apple Support Ticket as they are PAID Apple Employees to deal will these types of issues .
Product Feedback - Apple and make it known to Apple regarding this ongoing issue
Have just Tested on 3 computers all running Sonoma 14.2
When enabling the 24 Hours Clock for the Menu Bar Clock
The missing leading Zero on your computer, Does appear on all 3 machines I own
Perhaps, this is guess work, it may or may not depend on how made Other icons are appearing in your Menu Bar ?

Have you shut down and restarted more than once since your "Just updated system to Sonoma 14.2"...
that's where i would start.
I'm on Ventura 13.3.1(a) and have the same issue. I confirmed the Control Center -> Clock settings are also using 24-hour time.
I tried removing seconds from the clock and also showing less icons on the menu bar, still the leading zero did not come back
