Trying to reset Apple ID password 'server error'

Hi there

My daughter has got locked out of her iPhone and she can't remember her Apple ID password.

I've gone through the process of trying to reset it using a passcode via the Apple website but every time I get this message: Account recovery is not available because of a server error. Start over and try again.

This is absolute insanity. Can someone explain what this so-called server error is and why so many people are getting it? And could they maybe explain in simple terms what we have to do to log back in before I chew my arm off?
