Moving photos from library to album and the photos are still in the library

None of Apple's photo application is working this way as you would like it to work. Per definition, the Library is the place where all your photos and videos are. Photos is managing the albums in the Library section, and we can manage only the "My Albums" section.
The "Library" albums are giving us a basic, predefined selection of different views to find or photos easily - by the day, month, year, by the people in them, by the places, or by the Media kind.
We are free to create additional albums, where we can sort the photos according to the projects we are needing them for. We are building our personal views of the library on top of the predefined Library created by Photos.- but we cannot move photos out of the albums that Photos is creating automatically for us. All photos are stored only once, independent of the number of albums we are adding them to, as already described in the previous posts. if Photos is running out of storage, you are keeping too many photos and videos in your library, but this is not caused by creating albums. They do not duplicate photos. You are only having duplicates in your library, if you are seeing the same photo twice in the "All Photos" album.
If you want. to distribute your photos from recents to other albums, select all new photos in Recents create your own album "My new Photos". Then use your own album as a starting point to distribute the photos to other albums. From your own albums you can remove photos without deleting them from the library.

As muguy indicated, this is the cool thing about the way Photos handles your pictures-- each one only exists once, and "albums" are just lists of pictures you like to see together. You can have a "Trucks" album and a "Ford" album and your 1955 F-150 can be in both without taking up any extra space. The Library album is a list of all your pictures in the Library so, if the picture isn't there, it's not on your phone-- it's good it doesn't disappear when you list it in another album!
All photos are always in the library. You are not copying pictures, just indicating to which albums pictures are sorted.
They should move , I wouldn’t put them there to stay in library , I shouldn’t have to scroll through all of them again. I’m not to sure if they aren’t taking up space, it’s I have to get more I cloud space every week. I haven’t taken any new , just organizing what I have , iPad ran out of storage also Move not copy…..
So how can I move them and they not be every where
