i appreciate my fellow community members beating me to the punch, posting/bringing this issue to light. as i am havig the exact same issue, allow me to clarify: the reason the OP mentions IOS 16 is b/c before setting up and transferring data to a new device from an existing one, there are multiple alerts/prompts/warnings etc. informing the user to be sure that both devices are running ios16 or higher. in other words, they are offering the detail that they were updated to iOS 16 so that you can eliminate the possibility of the error being related to an old iOS.
as far as the "default apps:” these are mentioned b/c the issue is isolated to these apps. the “apple” apps, those that come as default on any new apple device. when using QUICKSTART to set up a new device from an existing one, this suite of apps will not be installed once the process is completed. they will look as if they are pending download (dark) and if a user clicks on any one of them, in the hopes of reinitiaing the download, an error message is displayed, simply stating “unable to install maps” please try again later. thats it, no further detail. this impacts: maps, translate, calculator, clock, mail, notes, reminders, voice memos, calendar, freeform, shortcuts, home, tips, facetime, find my, health...
it appears to have something to do with the Apple ID and/or cloud, but like the OP, i have tried a number of things to resolve, to no avail.
perhaps someone that is willing to actually read the posts and is bit less dismissive would like to chime in? we would appreciate it! thank you.
