Ultra watch not receiving text

I’m having an issue as of recently where my ultra watch, with the current update, does not get text messages

I have enabled everything I could find on both watch and iPhone. Also, previously restored my watch, turned off /on both phone and watch.

everything I see online is very basic troubleshooting, and it does not apply to me as I’ve already done all of that.

any help please.
