I need help updating my version of safari but apps is telling me no updates are available

I am looking for ways to update my Mac from safari version 13.1 to the 17.1 but the App Store is telling me there are no updates available.

MacBook Air 13″, macOS 10.13

Safari updates are built into the MacOS. Update your Mac OS. Update macOS on Mac - Apple Support
