Finder opens new windows then pushes them to the back randomly

Hi, just a little niggling issue since upgrading to Sonoma 14.2. When I open new windows in Finder, they get pushed to the back of other windows or apps I'm using.

For example, I might be working in Photoshop, I switch back to Finder to find a file, I open a new window and then within milliseconds, it will jump straight to the back of all my open windows or open documents before I can see the contents.

I've tried multiple restarts. Has anyone come across this themselves and did you solve it?

Thanks so much.

I am not using Photoshop, but Finder windows that open over LibreOffice 7.6, Affinity Designer 2.3.0, Master PDF Editor 5.9.70, or Vellum 3.6.2, to name a few third-party applications, remain frontmost until I click on the application behind the Finder window. Once application pointer focus switches, the Finder app is relegated to the background behind the frontmost application. That is normal behavior in macOS, and in particular on my Sonoma 14.2 M2 Mac Mini Pro.

If you so much as sneeze on Photoshop, it will become the frontmost application with the above behavior. Have you the current version of Photoshop to determine if this may have been collateral issues with Adobe that may have been resolved with current software.
