End-to-end encryption

I recently got a new iPhone and I have a notification in my settings that my end to end encryption stored in iCloud cannot be accessed on this device then it gives me the option to resume data sync then i click it it acts like it’s going to do something then nothing?!? Can somebody help?

Couldn’t sync iCloud data I got a new phone but the guy at the Apple Store took my phone for trade-in without activating my new one. So now I’m having SO many issues getting my new one set up. One is that I can’t sync my end-to-end encrypted data. So like all my saved passwords.. which I need. Also all my previous iMessages saved in my iCloud data. The pop up says this and I’m afraid to click”delete iCloud data” because I don’t know what it will delete. What will it delete and is there a way to get around this? It suggests to me that you have not secured your phone with a passcode?
