Cannot receive payments sent with Apple Cash

i think i set up the apple cash for my 13 year old child, but I when i try to add money, i get a message that *****@icloud.com cannot receive payments sent with apple cash at his time.

also when i try to set up allowance and click on apple cash card in wallet app, i do not see a more button to control apple cash family
