If you can’t answer the security questions, this process maintains your security while enabling the option to switch to two-factor authentication, simplifying the verification process by using your phone number to receive a code instead of answering security questions.
To transition your Apple ID to two-factor authentication, follow these steps:
1. Ensure you have your Apple ID email and password on hand, as this information is necessary for the process to proceed.
2. Open the Settings app on your iPhone or iPad.
3. Navigate to Mail, then Accounts, and select "Add Account."
4. Choose iCloud and enter your Apple ID email and password.
(Please note that even if you are using a third-party email, you should still select iCloud.)
5. When prompted, opt to enable two-factor authentication.
6. Following this, your phone number will be used for verification, eliminating the need for security questions.

The instructions you are providing are not how Apple says to do it, and in fact do not involve using Mail at all.
