It’s weird though. My block pop ups was on and yet a pop up appeared saying I have 10 viruses.

Last night, i was on a website and all of the sudden, the website changed and said I have 10 viruses. Is it a scam?

Yes, it’s a scam, and the reason your popup blocker didn’t block it is because it isn’t a popup, it is a web page designed to look like a popup. When this happens do not interact with it at all; don’t tap any buttons, because they do not do what they say they do (for example, “close” is not really a close button).
