Yes, it’s a scam, and the reason your popup blocker didn’t block it is because it isn’t a popup, it is a web page designed to look like a popup. When this happens do not interact with it at all; don’t tap any buttons, because they do not do what they say they do (for example, “close” is not really a close button). Yes, it and all such messages are scams presented by criminals. Close the offending page and avoid sites that are involved in such bogus advertising tactics.
