It sounds like "Voice Tracer" is a brand name for a number of Philips portable voice and audio recorders.
Philips bundles at least one of these with voice recognition software: "The DVT2710 comes with the latest Dragon NaturallySpeaking speech recognition software from Nuance already included, which transforms your audio recordings into a written document."

I looked up this model on the Philips site, and found that it came with a CD containing "Dragon NaturallySpeaking Recorder Edition" software. It's been superseded by a newer model (DVT2810) for which you download the voice recognition software, instead of getting it on CD.
The specifications for both products mention Windows, and make no mention of Mac support. I'm guessing that while the recorders themselves might connect to Macs, the bundled Dragon voice transcription software doesn't run on Macs.
I would suggest that the OP use Google and/or the links I've provided to try to find his or her particular model of VoiceTracer recorder on the Philips / VoiceTracer sites, and to see what the manufacturer has to say about it.
