My iCloud account was hacked with a SIM swap and now I can't pair my devices to a new account

I recently had my account hacked through a SIM swap attack and they changed my trusted phone number and basically locked me out of my account. The hacker was kind enough to remove my phone from the account and wipe it (awesome) so I have control of my iPhone but my airpods and apple watches are now stuck activation locked to the old account.

My airpods still will pair with my new phone, but they basically make the Find My chime constantly when coming off charging. My bigger issue is my Apple Watches will not pair without logging into the old account and are basically useless.

I believe that Apple cannot help me. I'm pretty devastated that these expensive devices are basically owned by the hacker now. Is there any recourse here?

This seems like a really terrible end result for someone who invests in the apple ecosystem and gets hacked. It's not like I'm trying to pair a stolen device, I have all of the proof of ownership to demonstrate it's not stolen.

Is there anything I can do?

If you can't gain access to the Apple ID that paired the watch to the phone, take the watch and your original receipt showing the watch’s serial number, plus your photo ID to an Apple Store and request that they remove the Activation Lock for you.
