My phone is locked to owner which is me. I have changed my password online but it still say lock to owner

Enter your Apple ID and current password for your Apple ID when prompted. You can verify it by logging in to https://appleid.apple.com.

If it is locked to the owner, then you are going to have to disconnect it from your iCloud account and re-connect it (if you intend to keep this device.)

Settings > Your Name > Scroll Down > That Device > Disconnect from Account
