What can I use Apple Pay for?

I deposited money into Apple Pay and don’t know how to send it to a friend.

Into an Apple ID balance (which eventually all goes to Apple), or into Apple Cash (which can be transferred to others)?

Apple Pay doesn’t have a balance.
