can I take my nonworking Sim card out and put in a new activated Sim card?

I just brought a new activated SIM card that I want to put in my iPhone but the SIM card in my phone alreadyis locked ,do I reset my phone

To be able to use any SIM across the globe you must have "No SIM Restriction" against Network Provider Lock. Please refer to the pic below.
