Apple Pay is neither a credit or debit card.

It is a payment conduit.

It can use your own credit or debit cards to make payments at physical stores and websites that accept Apple Pay. But it is not itself a card of any kind.

It holds other cards and uses them to make payments. Yes, it an be used to make payments at gas stations and Walmart but it uses your own cards. It does not hold any money, and cannot be used on its own.
